Once UP finishes upgrading its Mo Valley-Blair-Fremont line up north, more UP trains will bypass Council Bluffs, alleviating some of the rail crossing problems (a long range solution would be to double track the Blair line). City officials should wait and see how the improved Blair line helps, before proposing billion dollar solutions. (BNSF already bypasses CB by running most of its trains via Plattsmouth NE to the south.) <br /> <br />John B.
