The video was not faked. The vehicle that you see racing through the scene is a MOW vehicle like a large speeder. The vehicle was used by a weed-spraying contractor hired by the railroad. The contractor was using a weedkiller that was unapproved for rail use because of the oil it contains. The location is on a downgrade of about 2 percent coming down off the coastal escarpment down to the shore of the Adriatic Sea. The proposal would put subway and light-rail in the same position as railroads, and commuter agencies such as VRE, except that they would be regulated by the FTA (Federal Transit Agency) rather than the FRA. The FTA already exists but it hasn't been charged to do safety related monitoring previously, and so it would need to hire and train people for this work.
Second train was reported as all TTX flats. I think that the Canadians have a limited number of heavy-duty flats, but I suspect that there was a lot of TTX flats in the first train too.
The first of the new batch of ALP-46A locomotives was presented to the public and NJT at a ceremony yesterday (11/12/09) in Kassel, Germany at the Bombardier plant.
