Sorry, wrong! The DCS signal is sent through the center rail to the loco, the loco replies back through the outer rail. Therefor DCS uses all rails to communicate, unlike TMCC, DCS has two-way communications. Since the commands are being heard by the loco, make sure the return path is good, i.e. check the wiring from the outside rails all the way back to TIU. I looked up the number, it is a PS2 engine. Replace the battery and you should be good to go. I would not gut it, you would lose the sounds, smoke, cruise control, and command control features.
You will need the TMCC base and the cable to connect it to the TIU, but I have had no problems running trains this way.
When I had a 4 x 8 layout I ran 3 or 4 cars, when I expanded to 4 x 12 I ran 4 to 8 cars. My rule of thumb was how long of a train fit on the longest straight.
Just got back to the motel from the model railroad museum, got to see the 3 railers run the layout. I want a layout like that someday, all I can say is wow!
