My question is

Is it nessary to hook up the track wires on each and every pannel or will one pannel do ?

The track wires do not get hooked to the panels. What the panels do is connect together with the telco cables to wire a throttle buss. If you have a large layout with a lot of panels than a power supply is necessary to help power the receivers.

The track wires are used to indicate whether there is power to the section of track they are connected to.  If you have multiple blocks they can give you a visual indication of which block is powered and which is not.  It is not necessary to connect them if you don't want this indication.
