Lionel 2055 e-unit not cycling

There seems to be a problem with the e-unit on a newly acquired Lionel 2055.  It doesn’t seem to cycle at all; just buzzes.  The headlight works ant it smokes but there is no movement.  The wheels turn freely and the commutator is clean.  Moving the e-unit lever stops the buzzing that is present when it’s in the other position.

It looks like the e-unit in imbedded in the motor frame.  So far I’ve just removed the shell with four screws on the bottom. Any suggestions other than dismantling the whole thing?
