153 base color

Would apple green be ok to use for painting the base of the 153 block signal?

Bring the signal with you when you shop for paint. Match the signal to the color that comes closest to the original paint color and buy the paint.

Sure. Once you have the color picked out, strip the paint off the base and prime it. Then spray your new color and let it dry for several days before re-assembly.
