The wooden trains at that age group with the magnetic connectors between cars and the peices of track that can be built into wild figaments of a child's imagination are quite suitable. No batteries and no electricity needed.
Just lots of track and rolling stock and maybe a few buildings. The more stuff a child has to play with the more fun. =)
Just the physical activity of climbing all around the dedicated play room for this activity will exercise your child very well.
One of my hobby shops had a lot of these but because of the recent Lead problem I dont know the status of those products, indeed there should be absolutely no reason for lead as I consider it a problem of the past... like 30+ years ago.
