MOW in Rochelle

Can anyone tell me what is happening in Rochelle with the UP MOW? It looks like signal work? Are they installing PTC network?

UP/CNW has been CTC (and cab-signals/Automatic Train Control) through Rochelle for at least the 40-plus years I've been around here.  The PTC is needed, and for whatever reason that necessitates replacing the old searchlight signals on the bridges with new color-light signals on cantilevers.

I wonder if this might not be because the circuitry for the PTC is so new that it's easier to put up the new "Darth Vader" signals (likely LED besides) than to adapt the new equipment to operate the old signals. 

The same thing is happening on the CSX Chicago Line.

OTOH, if someone came up with the appropriate lamps for CPLs, maybe those currently in service could be adapted for future use...
