Has any manufacturer ever made a GP28M? Apparently less than 30 prototypes were made altogether; we have a couple on the subdivision nearby here switching the refinery. Would be neat to model something that seems so rare. Kitbashing is always possible....

No, there hasn't been a model of this loco available. And seeing that there were only 40 ever made BN #1500 to #1539, don't expect to see any ever done.
If you want one, this would be a kitbash project. As a kitbash it is not to bad.
These units were made for the BN by Morrison-Knudsen in 1992-93. They were made from old GP7's, 9's, & 18's. But I used a GP35 as the starting point for mine, granted the frame is 1 foot longer, but I can live with that.

I was just in Trempealeau, WI this week and caught BNSF GP28M 1528 in action working with SD60M 1428.  This should make a nice looking model if you bash one.

Dan,

  IIRC, EMD did not change the GP's  wheelbase until the '40' line came out in 1966(GP38/39/40).  The early GP's(GP7/9/18/20/30/28/35) had a 1 ft longer wheelbase than the standard F3/7/9 locomotives.
