I think you've lost something there.
P&W routinely runs stone trains to Fresh Pond. Its been going on as long as I can remember every summer. Infact, it even has a symbol FPCH or CHFP (depending on which direction) for Fresh Pond - Cedar Hill or vice versa. Cedar Hill being the NHRR yard in New Haven/North Haven, CT. Fresh Pond is on or darn near Long Island.
The "zig zag" route with the test trains was to Binghamton. And it was COAL. For the "Big G" power plant. Its South African coal which has some different burning properties they wanted to see how it worked. If it works, Big G will give P&W a contract. And that will become a regular move.
The routing (to avoid CSX,and I cannot blame them LOL) was:
Port of Providence Rhode Island [N] to
Worcester Mass [S] to
New London Connecticut [N] INTERCHANGE WITH NECR, P&W power, NECR crew
through Palmer Mass, over CSX, on the NECR [N] to
Bellows Falls Vermont INTERCHANGE WITH VTR P&W power, VT crew [W] to
White Hall New York INTERCHANGE WITH CP/D&H P&W power, CP crew [S] to
Binghamton New York INTERCHANGE WITH NS P&W power, NS crew to
Johnson City New York and the power plant
