I saw that Jay Bee Ent. sells these. What would you use them for? I'm assuming one side would be isolated.

They are used so if you have block occupancy detection on your layout, and your train should happen to separate. your signal system doesnt show a clear block when infact there is a string of cars in it.

No. Because the resisters creat a load and don't short out the track.

Most of the block occupancy detectors sense current draw. With locos the motor serves as the current draw, with cars, wheels with resistors do it.
