No, there has never been a model made CECX 1919. The frame is from an SD90, and it has the same cab as an SD70ACe, but the hood is completely different from anything else. There are also a lot of differences between the actual locomotive and the early mock-up drawing that you posted.

As far as I know, it is still in occassional operation. It is a unique field tedt platform for the diesel engine that powers the locomotive.
I just want one for my office, so it does not need to be all that accurate. However, since it is not for the layout I doubt I can get motivated up enough to build it myself.
If a freight locomotive was ever made with the QSK-95 as a power plant it would probably look much different.

You could build it with the cabinet doors open, to get a look at the QSK-95. Or without the long hood completely, showing all of it's working parts. BUT, yea, it's a very ambitious project, and I have a few those ambitious projects waiting to be finished!
