Is it necessary to oil a new engine?

Welcome to the forum.
I can’t even see “Z scale” but I’d be extremely surprised if a new RTR locomotive in any scale required lubrication fresh from the box.

Normally, you could expect a brand new engine not to be in the need of lubrication, as the gears as well as the motor bearings should got a good lubrication (greasing) at the factory. However, if the loco had been sitting on the dealer´s shelf for a few years, it could be wise to check it and, if necessary, carefully oil the engine.
