I'm old enough I remember that mealy mouthed Jimmy Carter saying we didn't need them or MX missels or B-2 bombers "cause they cost too much". Then along came cowboy and he traded the rail silos for the soviets pulling SS20's, if memory serves, from eastern europe. I don't think they ever were going to actually put them on the commercial railroad, they had a plan to build "racetracks" undergroung in Nevada and NewMexico so the ruskies would never know where they were. The Navy then proved they could do the same job with boomers for a lot less money and upkeep, so the nuclear sub became the hidden deterent. FRED
