when it says 18"min radius, does that mean from center of the track to the other center around the turn,

If I read your question correctly, yes, radius is measured from the centerline of the track to the half-way (center) point of the full circle. 18" radius circle would translate into a 36" diameter circle.

which means of course that if you have 18" radius curves you need more than 36 inches of benchwork to support the track. A lot of beginners have found that out too late

Good point - you'll need (at a minimum) 2 X the radius, + the width of the roadbed, + 2 X the spacing to the edge of the layout you want to maintain to help avoid a plummet to the floor when you derail.
