No, it is dry, mixed into the powder. When you rub the powder on the model, the dry adhesive activates, and sticks the powders to the model. I guess the slight amount of heat generated by rubbing the powder on the model sort-of melts the adhesive. <br /> <br />I use the Bragdon powders and once they're on, they stay on. No Dullcote needed, as long as you handle the models gently.
