Does any One know how much that it costs to install a decoder into an HO scale engine?

That all depends on who you have install decoder.
You can do it yourself.

Presuming you already have an operating DCC system, the cost of installing a decoder into an HO scale engine yourself would be limited to the cost of the decoder itself. There are numerous sites on the web that list the prices of various decoders, from the basic motor and lamp controls to a complete sound system with several special effects. Tony's Train Exchange and Loy's Toys offer a wide selection of decoders with prices listed and they also install them for a price.
Doing a soldering installation of a decoder yourself really isn't as daunting a task if you know how to solder. Most decoders are offered as a plug in version if your locomotive has the plug adapter or is otherwise known as DCC ready.

Over on the Atlas forum, there are around 200 of the world's leading authorities on DCC. Of these, about 35 of them know even MORE than that, and even if they do not completely agree, they are all 100% correct at all times.

If you need someone else to do it for you the prices may vary with the difficulty level of the install and locomotive you are wishing to have the decoder installed in, the number of lights, sound etc.
If you provide more detail with about your locomotive a more accurate reply can be provided.
Generally speaking you're probably looking at the $20 to $50 price range plus the cost of the decoder and any additional parts, bulbs, speakers, etc.
