Definately call Digitrax and talk to their customer service dept. They are out of this world to work with. I own SEVERAL BLI's and have no problem programing them in "ops" mode with no booster, only a Digitrax Super Chief. In program mode on a program track, the track is dead until the commands come from the booster so by the time all of the capicitors are charged the command is lost to the decoder. By leaving it on the "main" and doing the programing in "ops" the capicitors are already charged. I can even change the "address" of the BLI loco in "ops" mode. Have a good day Bob
