Upgrading the MDC Modern Tank Cars...?

Well, the article "Upgrading the MDC Modern Tank Cars" appeared in the Feb 1994 Railmodel Journal, which makes some sense as those Tank Cars kits are children of the 1980s. Unfortunately in 1994 I was rather unfamilar with RMJ, although not of the kits since I had purchased over 12 by then (which were promptly put aside)
Now, I have caught up, finished sanding and priming the tanks, and wi***o fini***hese cars (yes, I know, composite of several prototypes) - but not sure what needs to be upgraded or how to do it (although one obvious item is extending the sill to actually meet the coupler pocket - that was one rather odd kit design omission).
OK, so that issue is long sold out on the RMJ's backorder site, and no frequent visitor on eBay either (and here's where our friend MR's Information Station falls flat on it's face - I'd pay money for a download, but it ain't there...)
I wonder if any of you fine readers could either
a.) summarize it
b.) point to a source of reprints on-line
c.) point to a similar article on the same topic of MDC modern tanks cars (not much came up in google searching).
I don't know if RMJ themselves even offer article reprint services (I saw no mention on their website), although I will send a letter to find out (hmm, what's funny is that I looked at the 'RAILMODEL JOURNAL TOPIC INDEX' on their website, and this article isn't even mentioned [V] )

I would imagine that there are copywrite restrictions on anyone but RMJ doing the reprint. This site http://www.nmra.org/library/ is for the NMRA library which sells duplicate back issues - you have to call them to see if this issue is available. Most of the trains shows I go to have one or more dealers in back issues. I'm sure there are other dealers on the web as well. Some hobby shops deal in back issues also.
