It was recently discovered during this pandemic, that my modeler's license had expired. Do I have to stictly model based on the proto type now that it has expired ? I was hoping for some leniency until I could get my renewal process in the works. If not, I may have to resort to the armchair for the foreseeable future. I don't have a certificate, but I am highly skilled in armchair modeling, so I should be ok for a while.

Aha, Mark, much like the licence-plate stickers here in Ontario, you can continue to use the expired licence until you're able to get a new one (or new stickers). Of course, depending on how much time has passed, you'll be required to pay for those renewal stickers that you never got.Rather than seeking an armchair diploma, I'd suggest that you enrol in the university of rivet-counters, where you can actually be trained to spot non-prototypical details and questionable paint schemes. A new career awaits you.

As long as you are accompanied by a modeler with full modelers license you will be able to continue with your enjoyment as if you still had your full modelers license. However, this person must be 21 years of age for you to practice legal modelers license activities. If you fail to have your modelers license fully realized within 12 months of your modeler's license expiring you must take a full refresher course to qualify for modelers license.

Jeeze, I sure hope my license hasn't expired, I just finished the one of a kind EMD secret prototype GP3 that the PRR ended up buying and ran on obscure branches at night and kept in the roundhouse during the day so no photos exist. (OK, picture a GP7 with the high cooling fans from an F2/early F3. Louvers drilled out and squared up with a file with womens' stocking material cut and glued in place as "chicken wire". No DB, it took EMD a while to offer that option on real-life GP7's). Next on the list is a F20 (F9 with GP20's innards - remove the cooling fans and exhaust stacks, add a turbo stack and the two 48 inch, one 36 inch fan cluster - not sure if in the old fan location or aft on the carbody roof. My choice of paint schemes 1) PRR (of course) 2) EMD blue demonstrator 3) 13D black with just a road number (ala EMD's prototype SD40X units)

Of course, you can just add paint to create a "shoulda-been" from an otherwise stock locomotive, hence my fleet of PRR FL9's, GP20's, SD24's and C420's. And I'm considering ex-GN W-1's , VGN EL-2b's and NH EP3's. EP4's and EF3's (if I can afford it) bought secondhand. Just apply Dark Green Locomotive Color and Pinstripes. Maybe Little Joes lettered for the LIRR....

Considering I have a transfer caboose that is built from a variety of Athearn cars (a 50' DD boxcar body, a 50' flat car and an extra underframe piece and parts from a bay window caboose) and I try to be a prototypical as possible, I don't think you have anything to worry about. I'm even to the point that I will reject a car if I find that the car isn't prototypical to the marked road. I have partially or even completely relettered/repaint cars that weren't accurate that I did find close prototypes for.

Oh my goodness, I'll be 75 next year and have to get a medical before I can renew my licence.
Oops, I just realized that I forgot to obtain a license to add six axle trucks to an RS36 in L&N paint. I don't think the L&N ever ordered a low nose RSD-12, so I should probably get approval for that.
Also, where do I file my application to add ditch lights?
Edit: I just checked with my local Freelancers Anonymous support group, and they said that not filing an application usually doesn't cause problems unless you share photos of the Foob so much that it catches the eye of the Prototype Enforcement Unit. I should be good.

A few years ago I successfully got my modeler's license. I been using doing a.lot this year and last.

I accidentally kitbashed my license into a 40 foot gondola....
it's ok... I scratchbuilt a NEW license using my W-2s from 1983......

I never got my license. The test was too hard, so I've been doing this hobby illegally for 9 years. Next week I'm going to couple a cab forward to an FP-A, and then tear those warning tags off my pillows.
No modeling license here.
I do still carry around my locomotive engineer certification card (actually, have one each from two railroads), long since expired, but those ain't gonna be renewed ... (sigh)...

I would take a very close look at your state's rules. I believe you'll be required to qualify on type again, meaning you'll need a driver's exam for each type of locomotive. The state can't be too careful 'bout them expired licenses, you know.
The written exam is open book, so no biggy.

No, that's the ABC regulation, which stems from an earlier time when people objected to open public displays of things like intoxication or microferroequinology.
You have to keep any modeling content strictly out of sight, and you can expect various police entities or concerned activist groups to put you on a rivet-violator list and regularly stop you to check credentials. Be ready to demonstrate that you have removed or disconnected any power, especially if provided by high-energy battery chemistry like miniature lithium batteries, before boarding public transportation or visiting government buildings, schools, and private institutions that have posted a strict 'no trains' policy.
