Front 4 wheels are not following the track.  Reat tender wheels jump often

If by "462" a wheel arrangement was meant, than you locomotive could be German BR 18.4, beautiful passenger train locomotive. If you provided more info, I would not be forced to guess.

This locomotive, as any other steam locomotive is even more sensitive on how track is laid than diesel or electric locomotives, or what is minimum radius on your layout. If locomotive is not in any way faulty, then either tracks are not well laid, or you minimum radius is below acceptable radius for that locomotive. I could not find any data on that for this locomotive, even in loco manual. But, minimum radius for Fleischmann N track system is 194.6 mm (R1), so you should go below that. A similar Fleischmann N locomotive, DB BR 012, has that radius listed as minimal acceptable.  

To conclude, first check you radius - it should be at least 7,6 inch, but in fact, it should be larger, for safe running of any locomotive, especially steam locomotives with 3 or even 5 driving axles. 

Also, you should check if front pilot truck can move freely left and right, and tender in relation to locomotive.

This is an American version of the Pacific 4-6-2 wheel arrangement.
