Proto 2000 GP38-2 Problems

I have a Proto 2000 GP38-2 that I installed a Digitrax DH165LO decoder in.
It’s having issues jerking/running sluggish in low speeds [especially in reverse] When increasing the speed it will hardly move.
I took it apart and clean the gears, made sure they weren’t split,  lubed and made sure everything was moving freely but only slightly better.
I recommend I replace the motor because the original might have a dead spot, so I tried 2 new motors with no luck.
I contacted Digitrax and they had me do a decoder reset and suggested I clean the pickups, which I did. Double checked all the wiring. 
Still Nothing changed
I do have another GP38-2 which after decoder install runs great.
Does anyone have any ideas or recommendations? or would know what might be causing this? Thanks

Did the loco run OK before you installed DCC? 

Some people say they have superior speed control with certain brands, but I don't recall anyone saying a decoder failure caused the symptoms you are experiencing.  It runs or it doesn't.

Cracked gears can be hard to see, are you certain about that?

That't not a problem that can be fixed with DCC or adjusting CV's.  We will see what the OP has to say.

I'm sure abo the gears, I have replaced many on my other Proto's, I don't think it's the decoder eithe. I just hard wired A NCE I had and it does the same thing, next I installed new wires form the pickups and still the same, I'm trying everything with no luck
