i realized proto 2000 only makes EMD, Alco, and FM locomitives, no GE's, that i know of. i know Kato makes some modern GE's, and Athearn and Atlas do some, but does anyone know of any companies that make plastic C40-8W's, or any other modern GE's?

Kato made an early version of C44-9W which is exellent looking engine with exellent performance. Athearn makes a late version of C44-9 that needs details to make it a looker. They also makes a AC-4400. Bachmann made both wide- and standardcab versions of C40-8.s that needs a little rework to be great. Atlas is offering a B40-8 in both cabstyles. That is just about it all.
Best wishes

Like Ollie said modern GE's are available from athearn, kato, atlas, and bachman. Also though Railpower Products offers a pretty good selection of GE's. The only thing about the railpower shells is that they come undecorated and are less trucks, motor, drivetrain, handrails and other details. If you do spend some time on a Railpower shell you can do a very nice job with one. Also walthers offers a dash 8-40b under it's Trainline name, althogh this is inferior to the atlas model.
Godd Luck on your modeling
