I'm not sure what you mean by "universal", but it's easy enough to make a drawbar for your specific locomotive using either sheet styrene or sheet brass.

I'd suggest a minimum thickness for styrene to be around .040", but you could easily use up to .060".

The drawbars on most brass locomotives are about .040" thick, too.

To determine the proper length and position of the holes for mounting, I often make a mock-up using .020" styrene, positioning the holes roughly where it looks like they might work. 
Run (or drag) the loco and tender around your tightest curves and check for contact between the cab and tender and for over-all appearance on both curves and straight track.  If your first try isn't satisfactory, adjust the position of the holes accordingly, on a new test drawbar - sheet styrene isn't expensive, so you can make as many as might be required until you get it right.

You can then use it as a pattern for one in either thicker styrene or in brass.  For ones in styrene, I cut them roughly from the sheet stock using a utility knife, then finish the shaping with files.
For a drawbar in brass, you can use a jeweller's saw or a cut-off disc in a motor tool, again finishing with files where necessary.  I prefer the cut-off disc method.
