I personally favour 1/8 inch thick polystyrene foam, available in D.I.Y. stores as a lining material under wallpaper. It is so cheap that u can afford to roll it out on the baseboard, lay track then trim away the excess. It can be drawn on with a felt-tip pen to mark out track etc.
In the U.K. the brand name is "warmaline".

Hey Tom!
I've used double stick foam tape like you can buy at office supply stores and I've been pretty happy with it. It comes in different widths and you don't have to glue or nail anything since it sticks on both sides.

I use the standard cork roadbed for mainline. (just to raise it up a little) For the rest of the layout I use ceiling tile ....flat side up. It is reasonable priced and if you are lucky you can buy pieces with broken corners at bargain prices.
