CAN THE BLACK RIVER JUNCTION LAYOUT BE BUILT WITH ATLAS SECTIONAL TRACK INSTEAD OF KATO TRACK?

Kato track is neither the same length nor radius as Atlas. It can still be built, but the parts list may be different as will the dimensions.
There is a free track planning program called SCARM. It has a library of different brands of track and you may get a more accurate count of the pieces you need.
If you are planning to put the L against the wall, there will be parts of the layout that are hard to reach.

Yes,Kato track is sectional with plastic roadbed.
However,unlike regular sectional track. Kato track makes tight rail joints and is bullet proof.
I used Kato track on my dinning room table N Scale switching layout.. Yes,I could do that without wifely issues..I'm a bachelor.

You could probably use Atlas track if you want.
But if you're not already heavily invested with Atlas, the Kato Unitrack is much nicer.
On my version of the BRJ, I made the "extension" 20" wide, so I could have a runaround and 3 extra yard tracks, complete with a genuine "Plasticville" freight house:
If I had to do it over, I might make the extension a little wider for at least one more track, and perhaps a foot longer, as well.
Got a good deal on the Black River Junction track set. Love the Kato track.
Morphed the track set into a 5x8 two town switching trackplan.
The track can be spray bomb painted to make it look different.

On the Atlas website under HO>HO track>... layout packages are several layout packages using Atlas track. Click on one and it will list the components needed.
While they don't have the Black River Junction, they do have several to chose from.
For BRJ you'll need to get packages of small fitter pieces and do some trial and error to make it work. You may also have to cut some pieces to fit.
