A mechanical pen eraser - e.g Pentel Clic Eraser.  The key is NOT to rub hard and to apply light strokes in one direction only.  That way you can observe how quickly the lettering is being removed from the surface of the paint.  You want to remove the lettering but keep the paint undisturbed.

How much lettering do you need to remove?  If it's only a couple of digits to re-number like-numbered cars, or a minor change to NEW or BLT dates, you can scrape off the original lettering, using a chisel-type blade in your X-Acto.  Hold the blade perpendicular to the surface of the car, and lead with the non-tapered edge of the blade.  A few light passes should do the trick.

Accurail does sell painted cars with dimensional data, but no roadname or numbers, and undecorated cars, too.
