I'm 99% sure it was MR .... they ran an article on cement plants quite a few years ago featuring a couple different major plants. The one plant was the old Penn Dixie plant in Howes Cave New York. Anyone have any idea what issue that was ?

 Add a cement plant to your layout, by Ken Nelson, July 1994?

     There is an article on kitbashing an HO scale cement plant in the April 1995 MR that was inspired by a feature in the July 1963 MR.  It was written by Walt Niehoff and based on a plant along Cayuga Lake in New York.
