Google led me to a thread in Railway Preservation News:
The contributor credits a Paul Merriman with a similar quote to the one you show.
Paul Merriman once said that "putting a locomotive on display was like propping up a corpse".
Could this be the one you're looking for? Paul Merriman bought the Southern 4501 and saved her from the scrap line.

When I saw the title of this thread I was hoping it was about "cold steam" live steam locomotives. These ran on dry ice and received their speed/direction controls through DC in the track.

I saw an O scale cold steam locomotive in operation at a Florida Live Steamers meet around 30 years ago.
I have not heard anything about cold steam since then.
