how is the size of curved track determined? I'm guessing that 18" is by drawing an 18" diameter circle and cutting the circle in quarters. is this correct or is there another kind of formula for railroading? I'm trying to figure a way to make templates to determine space for track layout.

Curves in model railroading are generally measured in radius. So an 18" radius track would be one layed out on a 36" diameter circle. It is also usually measured to the center betwen the rails. How you cut it would depend on how you want your templates. The standard HO 18" radius curves are in 30 degree sections so three of them would make 1/4 a circle. The Atlas 22" curves are 22.5 degree sections so that four of them make 1/4 circle.

I have a yardstick with a nail at 1" mark and holes at each 1/2 inch mark. So when I want a circle of 18" I put the nail where I want the center and a pencil in the hole at the 19" mark.

Atlas also makes some software called "Right Track", it is free for the download. I make sections of track and then print them lifesize to use for templates.
