What is the best way to create a layout? Don't mess with Texas[angel]

First ya gotta build your framework, then ya gotta put your surface material on it, then ya gotta paint it, then ya gotta lay your track, then ya gotta make your scenery, then ya gotta put trains on it, then ya gotta put buildings on it, then ya gotta invite all your friends over to see it, then ya find out how many problems it has and feel stupid, then ya gotta fix it, then ya gotta invite your friends over again and get laughed at, then ya gotta call an Okie to come help ya fix it.

Not certain I understand the question. I always start with a list of what I want it to run like, what to look like, and most importantly space available.

For freelance, I usually create a false reality first and then design the layout for that.

start with a well thought-out track plan and build around that. Benchwork first, then lay track, wire it, ballast it and do scenery, and then buildings and detail stuff, you can run trains once you wire your track, just be careful not to get scenery materials such as plaster on the track

I would recommend going to a train show that has layouts. Buy John Armstrong's book "Track Planning for Realistic Operation". Build a small layout that has some switching and mainline running. That will give you some practicial experience and help you decide what you like, as well as, understanding the time needed to build a layout and maintain it. Then you'll be ready for a big layout if you still want to.
