Varies from model manufacturer but you can consider
91% isopropyl alcohol(drug store) .
Scalecoat is a paint stripper for plastic models.
For metal,Klean-Strip Brand Premium Stripper from Wal-Mart for $3.77.
I'm not a stripper but the above are responses from other modelers.

I have a habit of not worrying what roadname a steamer is so I've changed quire a few raodnames.

I've tried several different ways. The most successful process does depend on the manufacturer.

For me, the overall best way is to soak the painted lettering with alcohol for several hours before scrubbing it with a mild abrasive (i.e. toothbrush). If that process fails (or is too slow), keep the painted area wet with alcohol and use a flat-surfaced razor knife to gently scrape the paint away. I scrape backwards so so the blade cants cut into the plastic.
After the paint is removed, I gentely rub paint that matches the tender in the area where the lettering was. This can also help you prepare the surface for the new lettering, whether it be a decal or paint.
