If the mountains are smooth enough for your tastes, then paint them with some latex paint dyed in the soil color of your choice, and apply ground cover based on the terrain type you want. If your foam isn't as smooth as you'd like it, you can make wonderful mountain shapes over foam with Sculptamold, or paper towels dipped in plaster.
