The latest issue of MR says "for detailed information on submitting material to MR, contact our editorial associate Eric Stelpflug at 262-796-8776, ext. 583, or [e-mail]".

Seeing as how you have established yourself with the article (which I thought was great by the way), you should probably just call them up.

THANKS, didn't see that.  I just when to the link on their site under "submitting articles ideas", but I see it is different than the one you posted, they may want to change that.
