Also A friend of mine models airplane in dioramas, and for snow he uses Scotch 77 spray adhesive(make sure to mask ANYTHING that you DON'T want it on, because it's tricky to remove) on his groundwork. He then takes a clump of dried drywall compound, and sands it above the glue, moving it around to evenly distribute the dust. Then he take Saran wrap and lays it on top of the freshly placed dust and uses a slight pressure to the whole surface(to assure adhesion of the dust). Remove the Saran wrap, and vacuum(keep vacuum nozzle at least 1 inch above the surface) the excess off. Finish with a few light coats of semi-gloss polyurethane, to get a pretty believeable snow cover. Good Luck with your snow !!!
