A place called Scenic Express (www.scenicexpress.com) sells a tree-making material they call 'supertrees'. It has worked relatively well for me in N-scale. They recommend using mat-medium to fix the foliage, but I prefer using Elmer's spray adhesive. Just spray it uniformly onto the trunk material and sprinkle on ground foam. If you don't get the shape, body, and texture you want on the first try, just spray on more adhesive and add additional layers of ground foam.

Hope this helps,
Charlie
