Rough finish using Future floor wax

I just finished painting a GP-38. I started to spray Future floor wax to get a smooth finish for the decals and I got a sand paper finish. I sprayed 2 light coats then 2 heavy coats and the final finish was rough.Anyone know what air pressure I should be spraying. I'm using a Badger 200. polly scale paint

Assuming you were beginning with an unpainted model and had done an acceptable job painting it, I don't think you need to use Future as a primer for decals. I know it is very popular to use Future as a base coat for fine scale figure models but I have never seen the need for its use in model railroad painting applications.
