Are you suggesting buying a sheet of cork and cutting it? <br /> <br />That's a waste of time when you can buy it in strips, properly sized for HO scale already. <br /> <br />And, yes, there's a need for it. Railroad tracks sit on a high roadbed to promote drainage. It is a basic characteristic of the tracks, so you ought to model it.
