How do you build a slug?

I model CN in the present day and would like to know how I should go about building a slug from a gp-9 shell like the prototype railroad did.

I do not know what the CN slugs look like, but the same approach as was used on a NS slug in a two part article in MRG might help. Search on "slug" in the Index of Magazines link at top of this page.
