Thanks to the help of the JMRI users group I found out what the problem was, too many cars. I removed a few cars from my yard. I removed four cara and everything started worked great.

JMRI requires cars to go someplace, so you need a place for the cars at your industries to go to, in order to make room for the new cars. JMRI works for those that have the patience to program it. I don't use it myself, but I did play with it enough to get it to generate switch lists for my previous layout.
Go to the JMRI documentation and follow it to the letter. If you get on a JMRI group they will tell you to do that as a first step anyway.

I'm a long-time (17+ years) JMRI user, and have used Ops almost as long as it's been a part of the JMRI suite.
The first bit of advice I can give you is to make sure you've read and understand the Ops help. If you're asking whether a track should be a yard or a spur I have to think you don't understand the difference between them from a JMRI Ops perspective.
Then set your build reports for the highest level of detail (Sorry, I'm not near the layout computer at the moment so I don't have the exact wording) and search for a car you think should move. Repeat the search through the build report until you find why it didn't move, and go from there.
Lastly, if you're still stuck, then yes, https://groups.io/g/jmriusers is the place to go for help. Dan, who has written and maintains most of the OPs code hangs out there, as do a number of very experienced Ops users. They are all willing to help!
A few years ago I had the operations working on jmri. I found it repeating way too much for my tastes, so I quit using it. Not a fan of cc & wb myself so I wrote a quick and dirty switch list generator for my layout. Now I just do it by hand.

I've kept an eye out for JMRI operations posts, having not yet used it. They are few and far between on this forum. What you describe, yards and spurs being full, sounds like it might not work, but by now, the developers should have realized 1/2 the world operates like that.

I never understood JMRI. I have it on my laptop, but very seldom use it, and when I do, it's for decoder programing.
Turn the thing off and switch your cars the "old fashion" way.

I have five locations with one spurs each. I have one physical yard. I have two yards setup in JMRI.
I am attempting to have a local move from yard 1 to each location/spur then terminate at yard 2. This is my North bound local. Second train is South bound local which goes from yard 2 to yard 1.
What am I doing wrong?
Should my yards be setup as spurs?
