This seems to be a problem with newer Tsunamis. I'd had no trouble programming Tsunamis before thru my Zephyr in the past, but the one I just bought a few months ago can't be read by the Zephyr. Luckily, I have Decoder Pro.
Here's a link to the Digitrax Knowledge base on how to program Tsuanmi's from a Zephyr using blast mode on the main track. Its the only way I have been able to change the address on my Tsunami equipped Athearn Genesis locos. If you don't use blast mode you need to get a booster as others have indicated.

Yes, momentary brain fart. CVs 17 and 18 are the extended address. CV 19 is the consist address and CV 20 is reserved for future use.
Sorry, Robert, but you provided some WRONG information.
CVs 17 and 18 are the long address, NOT 19 and 20. NMRA Standard to which all decoder manufacturers are expected to comply (at least within the US market).
I just thought this needed to be mentioned before the OP changes CVs 19 and 20 and really messes his decoder up.

Well, I'm surprised you can read and program one of them on the programming track. Tsunamis usually can not be read or prgrammed on the program track without a programming booster. Maybe they have made a change in the Tsunamis, or it could just be component tolerances allows some of them to be read/programmed and not others.

With Tsunamis you can not change the currently active addres using Ops mode("programming on the main") programming, but you can change the address that is not currently active. Changing from the default primary(short or '2' digit) address of '3' to an extended(long or '4'digit) address should not be a problem, but if you are wanting to change to a different primary address, you can not do it directly - it takes several steps. You have to pick an address to temporarily use as the extended address, program the extended address, program CV29 to enable the extended address, select the extended address, program then new primary address, then program CV29 to enable the primary address. Then you should be able to select the new primary address and use it.
Make sure CV29 is set to a value of 34 to tell the decoder to use a long address instead of address 3, if you are setting an address of 128 or higher. Some DCC systems automatically set CV29 when you enter a new long address and some don't.
Some Digitrax Zephyr command stations have issues with programming/reading the addresses on soundtraxx tsunami decoders.
I have this same issue when trying to program the address, this is usually due to inadequate power signal. In order to accomplish this, use the "blast mode" programming for your digitrax command station. The blast mode boosts the programming signal in order for the decoder to accept

I have found that a Programming Track Booster is pretty much essential to have for programming sound decoder addresses. From what I have read, it has to do with the extra current draw properties of the decoders. I bought mine from Tony's Train Exchange. Have fun and enjoy the capabilities of sound.

I suggest if you do , try to program address hear first then it should be ok. then run it on the main and configure CVs as you want
