I would like to thank you all for your advice. I have successfully imported a V3.5 file and created V4.0 file, uploaded it and it is running fine. It ended up being a simple process and has greatly expanded my options.

I had a problem with the 4.4.3 programmer software and my Vista 64 bit laptop and had to go back to the 4.4.0 software. I have not tried the 4.4.5 yet. The last time I messed with it the 3.5 decoders needed the 2.7.9 software that I also still use. I did not know the 3.5 and v4 decoders sound sets were interchangeable. Nice to know thank you. I don't have any V4 decoders but I have done a few for club members. I will have to borrow one and play around with it some day. I will be ordering another Select decoder this coming weekend for another steamer. I am perfectly happy with the Select at two thirds the cost of the V4. Maybe I will put a couple more hours in at work and get a V4 for myself.

Oh nice. I haven't played around with it for a few months, I had to swap out the horn sounds for the M3 in the library to get an Alco with an M3 that I needed. Nice to see that they continue to improve things. This is great that while you CAN individually customize the files for whatever you might need, you HAVE to do this even less now. Amazing how they are the best of all worlds, 100% customizable, easy sound set swaps, or ready to use with CV selected sound options. All with the same hardware - Loksound 4.0 has been out for a while now yet they keep improving them with firmware changes.
Yup, my decision to standardize on Loksound is definitely a good one.

Randy, If you open any of the current 4.0 files and look on the Sound Project Overview page, you will see that the 4.0 decoders also come pre-loaded with 16 horns now as well. Note in sound slot 3 it says US Airhorns Pack instead of a single horn as before. The horn is selectable via CV48. This is part of the current upgrade ESU is performing to the full line of files. There are a couple files like the P42 for example that only have one horn listed because that is the only horn that particular engine came with. If you want to model a retro-fit, you will have to use the horn package to select / upload a different horn.
If you haven't noticed, in the sound library template pack 1.3, you can install the US Airhorn Pack #1 into sound slot 3 which will give you the ability to select 16 different horns using CV48. There's a pack for playable horns (sound slot 3) and a pack for short horns ( sound slot 16).

YES YOU CAN use 3.5 sound files in the 4.0 decoders !
When you have your Version 4 Programmer open (4.4.5 version now available), go to the top left and click on FILE. In the drop box, click on IMPORT DECODER PROJECT, then navigate to where you have the 3.5 file saved on your computer. This will convert the 3.5 file software and import it into the Version 4 Programmer enabling you to load it into a 4.0 decoder.

All files that are listed for the Select decoder are also available for the 4.0 decoders. They are currently in the process of converting the remaining US 4.0 files to also be available as Select files as well.

Yes the Select does have an FM sound file. It is quite a different decoder than the V4 but I have five of them and love them. Unlike the 3.5 and V4 you are stuck with the sound set that is given and hope the horn and bell is what you need. Currently I am helping ESU with a sample of a PRR Banshee whistle so the PRR heavy steam sound set can move forward.
Go to the ESU USA web site and you can find out which sound files are available for what version of decoder.
For your example, if you click on the LokSound V4.0 selection, and then on "available sounds" it will show you what is available.
No you can not. The version 4 sound files use a different type of compression. There are many sound files for the version 4 decoders available on the ESU web site. What is it you need that is not available for the version 4?
Can anyone tell me if you can use Loksound v3.5 sound files in Loksound v4.0 decoders?
