Woo Hooo, that did it.... JMRI didn't list this decoder so I just picked one (Mx series). It showed defaults of cv49-16 & cv50-0. Wrote those cv's to the decoder just to confirm. Yes still the lights were reversed. Then programmed as Randy suggested cv49-0, cv50-16 now the lights are working correctly. Conrail ran their gp40s short hood forward as I think most Railroads did by this time. And yes this is an old decoder... Working just fine now.
Thanks everyone ... Especially Randy!!

Wow, that is quite litrally THE first TCS decoder produced. Only info I can find doesn't mention readback - I don't think they have any readback.

Are the lights backwards because the loco is run long hood forward but forward is short hood, or vice-versa? Check your defaults, CV49 should be 0, CV50 16. If this results in backward lights, change it to CV49=16 and CV50 = 0.

Ok- seems like this setup is working... Some thoughts though....
-older decoder TCS TH120DP not in the JMRI list of decoders, it does not read CVs back to JMRI. But, will program... Just update the page and send the sheet.
-lights on this decoder still don't work properly. They are backwards... Front On when going backwards and vice versa.
-had a couple of decoders that were unresponsive with JMRI, upon assigning them to throttle... Got Status TRI. On the display, had to do a status edit to 128 (speed steps) and that fixed those.
Summary-take it slow and methodically, read the manuals again and keep at it.

Thanks for all the help
