Double-sided white foam tape can be used to attach it to any smooth surface. No enclosure is necessary.

I made a box out of 1/8" acrylic that I had lying around. I used a clear piece for the top so I could keep track of the leds and the board. You can probably find a suitable project box a Radio Shack that will work.

No. There may be room for it, but no way to mount it.
Most add-on MRR electronics will come as a board with no enclosure. I have a wood board next to my command station that I mount most things on. Check to see if there are mounting holes on the corners. Most of the time there will be. You can use small screws to mount the circuit boards. You should use a short plastic tube of some kind as a stand-off under the holes that the board sits on and the screws go through. If you don't use stand-offs, be extra careful that you DO NOT tighten the screws down on the circuit board or you risk breaking it.

I just purchased a Soundtraxx PTB 100 to be able to read sound decoders from my programming track. Its a bare circuit board with no enclosure. Any suggestions about mounting it or enclosing it would be appreciated. I have an NCE Power Pro Radio, should I look for room in that enclosure.
