To give you an idea as to how to program that decoder would require the decoder instructions.  Can you reference an on-line link to the instructions?

If it was an NCE accessory decoder, you would find a step in the decoder instructions telling you that you needed to install a jumper between two point on the decoder to accomplish the programming.  The following link, http://www.ncedcc.com/images/stories/manuals/switch_it_c.pdf, contains such instructions.  I realize that the NCE decoder is not the same as what you have, but I'd think the process would be similar.  See if the instructions you got with that turnout contain any similar information.

I have no clue on how to aassign an address to an accessory. Odd stuff. The manual tells me how to control an accessory
but it is silent as to how one can assign an address to a turnout. My turnouts are Bachmann DCC equipped turnouts.

Please help. At this point I am desperate.
