An Inside Perspective / looking in - and out again

In an article from Model Railroad Planning 2012 by Paul Dolkos, there is a side-bar by Jack Burgess dealing with using homemade periscopes to view a scene looking out from inside a station in the late 1970's. This got me thinking, can the camera and display screen from a discarded cell phone be used for the same purpose. I'm not very electronics oriented so I was wondering if any one else has thought of this, and if so is there anything published about how to go about making such a conversion? If not, I hope that someone might like this idea and run with it.
