woodone I would say YES it can. I would be looking at the TCS Z2 decoder. I did one of these several years ago using a Lenz Silver mini decoder. I think that the TCS Z2 is even smaller.

Can you convert an Atlas 0-6-0st from DC to DCC?
The reason I'm asking is because I looked on spookshow and it said you cannot convert it.
