I just got this info from BLIs forum site. If you lock the blueline decoder and canot unlock it set CV8 to 254. This will reset to factory defaults even if the decoder is locked.

If you cannot unlock it most likely you didn't lock it out BEFORE installing you DCC motor controller. I experianced the same problem, learned the hard way. Had to take the motor decoder out and re-install the DC decoder that came with the blue line SD40-2. I then set CV16 to 2 and CV15 to 0. After re-installing the motor dec I set CV16 to 1 and CV15 to 0. Now both decoders were locked, but I could unlock either by setting CV15 to 1 or 2.
Motor CV16 = 1
Sound CV16 = 2
Set CV15 to match the one you want to unlock. Make sure to set CV15 back to 0 to re-lock what ever dec you programmed.
