It doesn’t look like the mrc sound 312 sync with the locomotive speed. Is that correct?

No it doesn't. It's not connected up to track power, it's an entirely separate "under the layout" system. Based on reviews from when it was introduced (2006), it appeared to primarily be aimed at the toy train market - scale modellers were already using the early DCC sound decoders.
