Need help with Dcc Spec Hare

Having a bit of a problem programming a dcc specialties Hare with my Digitrax dcs200 with the dt400 hand control. I set up the Hare many years ago for autothrow switching , numbered it switch 13 and I believe I set the startup turnout direction to clear. The Hare is connected to the Tortoise . I’ve disconnected everything so only two wires are going from the command station rail a and b and connected the rail wires to J1 pin 1&2 . I move the programing jumper at J2 to pin 1&2 and I turn on track power and I think I’m getting messed up from there because I’m not exactly sure which Prog setting on my dt400 is for ops mode as per directions. I was simply using Po and changing left dial to cv 63 and giving it a number 200 so initial address would be 200 ( had 13 originally but I was having problems wiring into my ds64 as a turnout 13), when I hit enter on cv63=200 I would see Good and I shut power off and moved jumper back out of program mode pin 2&3 and try it again with track power still connected alone but it’s not recognizing the 200 address to throw the connected tortoise switch machine, when I turn power on though it does move back and forth and I would imagine settles on the initial clear / closed setup. 

Anyone familiar that can steer me through please?

Ok got it figured out, I guess I was making a mount out of a mole hill, simply had to connect alone to command station rail output ( leave one power wire off while turning on command station) move the programMing cap over one , turn on command station  and wait 10 seconds and then connect second power wire , program cv 63 to 42 to reset to factory , turn rail power back off and command station, turn Command station back on after removing one power wire again and waiting 10 sec, turn on rail power and using switch on hand controller I entered 200 and close command , shut off power , moved program pin back off program mode and tried it and it worked.
